大陸國家主席習近平提出「中國夢」、「一帶一路」大戰略，讓美國霸主地位受到威脅。大陸學者進一步倡議「三環外交」構想，主張向「西南向」發展，最適合中國的戰略發展目標及戰略突圍。

清華大學當代國際關係研究院4日在北京國際會議中心舉辦「國際秩序的動盪與重塑」研討會，西安交通大學人文社會科學院講師金新在「變革時代的中國大戰略」分組座談上表示，戰略發展不能脫離空間與環境的屬性，必須慎重考慮「地緣戰略」，有選擇性的參與戰略；從空間距離來看，中國有核心利益、次核心利益、邊緣利益等，中國對這些圈層的資源投入不能捨近求遠，周邊國家對中國最為重要。

他認為，中國的對外發展可以「三環外交」來說明：一是東向，核心是美國；二是西北向，核心是俄銀行信貸條件 信貸條件 個人信貸條件羅斯；三是西南向，亦即歐亞大陸的邊緣地帶，核心是印度。

向東發展遇美國阻撓

金新指出，中國通過「一帶一路」發展與周邊國家關係並提升自身國際影響力，但發展與東向的國家關係，會遭遇美國單極霸權，如海上絲綢之路阻礙最大；發展與西北向的國家關係則會碰到俄羅斯；中國最有可能戰略突圍的就是西南向，而且中國占有地緣優勢。

他說，美國在很多地方都會聯合戰略夥伴制?中國，只有在西南向最不可能，西南向也是世界霸權影響的邊陲地帶，這個地方才是中國走向大國崛起的地緣戰略出路。

陸崛起首重經濟發展

不過，吉林大學國際政治研究所講師王蕭軻則持不同意見，他主張中國最應該發展的就是東向，中國在發展過程中的主要矛盾就是美國，不能碰到美國就掉頭或放軟，例如南海問題即是一例；如果和美國的矛盾能克服，中國的戰略發展就會豁然開朗。

燕山大學公共管理學院副教授沈德昌認為，經濟上，中國要超越美國，成為世界第一，應是指日可待，但軍事上，50年內要超越美國是不可能；中國夢、中國崛起就是要成為世界第一，但目前仍應將重點擺在經濟發展。
